Allergens and restricted substances: the key annexes of the Cosmetics Regulation
A quick guide to annexes II, III, V and VI and why they matter in compliance checks.
Annexes II and III
Annex II lists substances banned in cosmetics. Annex III collects substances allowed only within specific limits and conditions (maximum concentration, product type, warnings).
Preservatives and UV filters
Annex V defines permitted preservatives and their limits; Annex VI the allowed UV filters. Exceeding limits or using non-permitted substances makes the product non-compliant.
Allergens to declare
Certain fragrance allergens must be indicated on the label when they exceed specific thresholds. Careful checking avoids label omissions.
