Cosmetic claims: the common criteria of Regulation (EU) 655/2013
When a product claim is allowed: the six common criteria and how to document claims.
Why claims are regulated
Claims on cosmetic products must not mislead the consumer. Regulation (EU) 655/2013 sets the common criteria that every claim must meet.
The six common criteria
Legal compliance, truthfulness, evidential support, honesty, fairness and informed decision-making: every claim must satisfy all six criteria.
For example, a "free-from" claim is not allowed if it denigrates legally permitted ingredients or if all comparable products are equally free of them.
Documenting claims
Every claim must be supported by adequate evidence proportionate to the nature of the statement, kept in the information file and available to control authorities.
How CosmetiCheck helps
CosmetiCheck helps keep the declared composition consistent with product information, a useful basis for truthful, supported claims. Claim assessment remains the responsibility of the responsible person.
