Regulation (EC) 1223/2009: key checks before placing a cosmetic on the EU market

A practical overview of the documentation and safety requirements of the European Cosmetics Regulation.

The regulatory framework

Regulation (EC) No 1223/2009 harmonises the rules for cosmetic products across the European Union, defining the obligations of the responsible person, the safety assessment and product notification.

Before being placed on the market, every product must have a Product Information File (PIF) and a safety assessment prepared by a qualified assessor.

Substances to verify

The annexes list banned substances (Annex II), restricted substances (Annex III), permitted preservatives (Annex V) and UV filters (Annex VI).

Cross-checking declared ingredients, CAS numbers and concentrations is essential to spot issues and missing data.

How CosmetiCheck helps

CosmetiCheck automatically extracts ingredients from safety data sheets and compares them with the annexes, flagging items to verify. Verification by qualified staff before use is always required.

Informational content: not legal advice nor a product safety assessment.
